Покупателям загородного жилья также доступны кредиты в рамках господдержки

Ипотека на рынке малоэтажной застройки распространена не так широко, как в сегменте городского жилья, рассказали «РБК-Недвижимости» в пресс-службе Агентства по ипотечному жилищному кредитованию (АИЖК). Однако устойчивый спрос на жилищные кредиты для приобретения отдельно стоящих или сблокированных домов (таунхаусов) с земельными участками, а также квартир в малоэтажных жилых комплексах Москвы и Подмосковья определенно существует, признают представители АИЖК.

Внутри сегмента малоэтажных комплексов (квартирные дома до четырех этажей, коттеджи, дуплексы, таунхаусы) доля ипотечных сделок сегодня составляет более 60%, говорят риелторы и застройщики. «По нашей практике, ипотечных сделок в структуре продаж в малоэтажных проектах примерно столько же, сколько и в многоэтажных. В среднем на долю ипотечных заемщиков приходится 80% сделок», — рассказал директор департамента продаж девелоперской группы компаний «Гранель» Рустам Арсланов. К примеру, в малоэтажных проектах — ЖК «Валентиновка парк» и «Театральный парк» — на долю покупок с помощью ипотеки, по его словам, приходится 95% и 80% соответственно.

В классическом малоэтажном проекте ЖК «Сказка», отмечает руководитель департамента ипотеки и кредитов компании «НДВ-Недвижимость» Кристина Шульгина, доля ипотечных сделок варьируется от 50% до 65% в зависимости от месяца. В микрорайоне Красногорский, где строятся семи-восьмиэтажные дома, доля ипотеки составляет 55—70% в зависимости от месяца. «В рамках госсубсидирования кредиты в малоэтажных комплексах можно оформить по привлекательным ставкам», — продолжает Кристина Шульгина. К примеру, в тех же «Сказке» и Красногорском ставка составляет от 10,9% годовых в рублях (от 9,9% до 10,5% годовых для социальных категорий граждан).

Банковские условия по ипотеке для малоэтажных ЖК такие же, как для городского жилья. «Условия оформления ипотечного кредита при покупке квартиры в малоэтажном жилом проекте ничем не отличаются от общих условий на рынке. Более того, банки иногда даже охотнее аккредитовывают малоэтажные комплексы, так как срок их реализации гораздо меньше и риск недостроя невелик», — считает Рустам Арсланов.

Покупателям жилья в малоэтажных домах также доступны кредиты в рамках господдержки. «Это связано с тем, что такие объекты имеют классический статус квартиры, и банку не важно, под какие новостройки выдавать кредит — многоэтажные или малоэтажные», — говорит Кристина Шульгина. Главное, по ее словам, это схема реализации объекта (по ДДУ) и степень готовности, необходимая для аккредитации жилого комплекса банком.

Если же малоэтажные дома возводятся не по ФЗ-214, а в рамах жилищно-строительного кооператива (ЖСК) или по предварительному договору купли-продажи (ПДКП), которые не принимаются в регистрационной палате, то банки кредитуют их по базовым ставкам, а не по субсидированным, уточняет председатель совета директоров компании «Бест-Новострой» Ирина Доброхотова. Кроме того, ипотека с господдержкой, продолжает она, не распространяется на квартиры, реализуемые физлицами по уступке права, а также на суммы, превышающие 8 млн руб. и/или при первоначальном взносе менее 20%.

Сейчас ставки по ипотеке с господдержкой варьируются от 7,5 до 13%. Ставки по базовым условиям, на которых банки кредитуют «малоэтажку» по договору ЖСК или ПДКП, составляют 12,5–19% годовых. Аккредитовать малоэтажные новостройки, как говорит Рустам Арсланов, сегодня готовы Сбербанк, ВТБ24, Банк Москвы, Абсолют Банк, Райффайзенбанк, «ДельтаКредит», банк «Возрождение», БФА Банк, Росавтобанк, банк «Открытие», Газпромбанк.

Определенные категории граждан — участников программы «Жилье для российской семьи» (работники ОПК, инвалиды, очередники на улучшение жилищных условий и т. д.) имеют возможность воспользоваться ипотечными продуктами, которые предоставляет для аккредитованных проектов малоэтажной застройки АИЖК.

В течение 2015 года агентство смягчило условия по этим спецпродуктам, сообщает пресс-служба ведомства. Представитель пресс-службы АИЖК напомнил, что до конца 2014 года работал пилотный ипотечный продукт «Малоэтажное жилье», в рамках которого действовали более высокие процентные ставки по сравнению с кредитованием покупки жилья в МКД. Однако он оказался не очень востребован потребителями — за весь период действия данного проекта (2010–2014 годы) было выдано всего 209 кредитов на сумму 321,2 млн руб.

С начала 2015 года в рамках новых действующих продуктов АИЖК «Социальная ипотека: дом» и «Стандарт: дом» можно купить жилой дом (как стоящий отдельно, так и в проекте комплексной малоэтажной застройки) или квартиру в таунхаусе, рассказали в пресс-службе агентства. Процентные ставки по новым продуктам АИЖК начинаются от 9,9% годовых при покупке жилья на первичном рынке и от 11,75% — при покупке «вторички».
