Взыскивать просроченную задолженность смогут только профессиональные участники рынка

Президент России Владимир Путин подписал закон о запрете передавать коллекторам долги граждан за жилищно-коммунальные услуги.
В середине июля проект этого закона, подразумевающего внесение поправок в Жилищный кодекс, приняла Госдума. В минувший вторник документ одобрил Совет Федерации.
Закон исключает возможность уступки права взыскивать просроченную задолженность по оплате таких услуг, кроме его передачи профессиональным участникам рынка: ресурсоснабжающим организациям, УК, ТСЖ и жилищным кооперативам.
При этом должника необходимо уведомить в течение 10 дней в письменной форме.
В пояснительной записке к документу отмечалось, что уступка прав требований непрофессиональным участникам рынка лишает россиян возможности установления законности требования долга в суде, а также исключает дальнейшую передачу средств в полном объеме за потребленные услуги надлежащему кредитору.
